A registered sex offender living in Syracuse was charged with having child pornography for the second time when a probation officer found lewd images during a routine check, according to court records. Kenneth Houck, 44, is facing his second child pornography case after his December arrest. Houck was badly beaten while in jail in Philadelphia in Houck was convicted in of transporting child pornography. According to court records, investigators caught Houck the first time through an undercover agent posing as a child sex offender online.
Houck admitted to sending the agent child pornography. He also at the time sent the investigator actual, non-sexual images of a child he had access to and claimed to have molested.
Prosecutors wrote in court papers that Houck and other child sex offenders would meet in person to view child pornography, discuss molestation and take drugs. When Houck was arrested in Februaryinvestigators found him downloading and uploading child pornography images on his computer when they entered his residence, prosecutors said.
Houck sued the federal Bureau of Prisons. He claimed he spent 18 days in critical care unit of a Philadelphia hospital. Houck, who is openly gay, said he believed the attack was motivated by anti-LGBT animus. The assailants were charged in the assault, but were not charged with hate crimes. InHouck was released to a halfway house in Syracuse. Salina St. As conditions of his release from prison, Houck was not allowed to have a computer. He was required to register as a sex offender and was subject to home visits.
During a home visit, a probation officer said Houck appeared to hide a cell phone from him, court records said. Eventually during the visit, Houck admitted to having the phone and a laptop, and admitted he had been watching pornography on the devices, prosecutors said. The officer confiscated the devices, and got a warrant to search them. FBI investigators found photos and 10 videos depicting child pornography on the devices, court records said.
